Club Rules

1. The name of the club shall be “The Duxbury Park Golf Club”.

2. To further interest of the game of golf in Chorley and to promote etiquette, competition and social interest among the members.

3. The rules under which the game shall be played are those adopted from time to time by the Royal and Ancient Golf Club of St Andrews, except in so far as they may be modified by the bye-laws and local rules of Duxbury Park Golf Club.

4. The membership of the club shall consist of the following classes of members (a) Full male members (b) Lady members who shall have the power to manage their own affairs within the policy and rules of the club. They shall elect their own officials at their own Annual General Meeting held by the club.(c) Junior members. The General Committee shall have the power to admit junior members up to the age of 17 years on such conditions as they shall determine, but such members shall have no voting rights at any Annual or Special General Meeting. Any junior member, male or female, who obtains a handicap of 18.4 or less will be eligible to play in club competitions. (d) Honorary Members (This includes members partners/wives) (e) Intermediate Members aged between 18 and 25 years of age (f) Senior Membership Qualification.

5. The name and address of every candidate applying for admission as a member of Duxbury Park Golf Club shall be sent to the Honorary Secretary. Members must update their contact details via members hub. No candidate shall be eligible for election as a full member or lady member until he or she has attained the age of 26. No applicant for membership shall be entitled to the privileges of the club until his or her entrance fee and annual fees have been paid in full.

6. The amount of entrance fee and annual subscription shall be open to revision annually at the Annual General Meeting of the club. Obligatory fees payable to England Golf and The Lancashire Union of Golf will be passed onto members in FULL. All fees are payable on election and must be paid within one month thereof or election shall be void. Subsequent annual fees become due and payable to the Honorary Treasurer on the 1st March annually. Any member, who neglects to pay their annual fee before the 31st March annually, shall cease to be a member of the club. He or she may be reinstated if they can explain the omission to the satisfaction of the General Committee along with payment of the entrance fee and all other fees. 6.(a) When deemed necessary by the Committee, club subscriptions will increase by the annual rate of inflation every March until further notice. The rate of inflation in the prior month of January shall determine the amount of increase imposed. Obligatory fees to both England Golf and The Lancashire Golf Union will be passed onto members in FULL. Members who choose to nominate another Golf Club in England as their Home Club, will pay the annual fee to England Golf through their nominated Home Club. Similarly members who are members of more than one club in Lancashire shall pay the annual Lancashire Union fee through their Home Club. Members who nominate another club outside of Lancashire as their Home Club will be required to pay Duxbury Park Golf Club the annual Lancashire Union fee. 6.(b) - When a member leaves the club with a balance on their account: (i) If they have sent a resignation letter as required in rule 30, and the balance is greater than £20, the Treasurer will attempt to contact the member giving them the opportunity to claim the value of their account. If no arrangement is forthcoming within one month of them not renewing, or the amount is less than £20 the whole value will be transferred to the current Captains designated charity. (ii) If they have not sent a resignation letter as required in rule 30, the whole value will be transferred to the current Captains designated charity on the 1st April of the year that they have not renewed.

7. The management of the club and the disposable funds and property thereof shall be vested in a General Committee consisting of The President, Captain, Vice-Captain, the Immediate Past Captain, Honorary Treasurer, Honorary Secretary and seven other full members of the club. The authority of the General Committee shall in all cases be paramount until overborne by a General Meeting. 7.(a) The Club is a non-profit making organisation. All profits and surpluses will be used to maintain and improve the Club’s facilities. No profit or surplus will be distributed other than to another non-profit making body or to members on winding up or dissolution of the Club.

8. The nomination of the incoming Vice Captain by the current Vice Captain will be confirmed via a meeting with the Past Captains. The Captain, Vice-Captain, Vice President, Honorary Secretary, Honorary Treasurer and Honorary Handicap Secretary shall be elected for one year by the members at the Annual General Meeting and shall be eligible for re-election.

9. The other seven members of the General Committee shall be proposed, seconded and elected at each Annual General Meeting for a term of three years. Members of the General Committee (other than the appointed officers) shall retire each year in rotation and shall be eligible for reelection.

10. Any two members of the club may nominate another member for the General Committee by placing their names on a list, at least 28 days prior to the Annual General Meeting. The list will be placed under glass 7 days prior to the Annual General Meeting at which point no further names may be added. 10(a). No member seeking election to the committee shall nominate or second the nomination of any other member seeking election to the committee. 10(b). Any member who has been found guilty of any misconduct shall forfeit his right to serve on the Club Committee in any capacity.

11. The Honorary Treasurer shall cause to be paid into such bank as the General Committee may direct, to the credit of the club, the monies which he may have received. He shall keep a correct account of the financial affairs of the club and shall prepare in sufficient time for the Annual General Meeting, displayed on the notice board, a statement of such affairs, duly audited and certified by an auditor, duly appointed at the previous Annual General Meeting. Any debts owing to the club shall be considered as owing to the Honorary Treasurer and shall be recoverable by him by law.

12. The Honorary Secretary shall keep, in books provided for that purpose, minutes of all Annual General Meetings and General Committee Meetings to be reproduced as required. He shall summon all meetings of members and General Committee and shall give all notices required by the rules and regulations of the club.

13. The General Committee shall have the power to co-opt to their number, members to serve until the next General Meeting and may fill any casual vacancy.

14. Four shall form a quorum at meetings of the General Committee,and that number must include the Captain or ViceCaptain

15. The Captain, or whoever takes the chair in his absence, shall have a casting vote in all cases where there is a tie in voting.

16. The General Committee may appoint any necessary committees,whose minutes must be produced to the General Committee and maybe subject to confirmation by the General Committee.

17. The General Committee may from time to time make such by -laws and local rules as they consider necessary and which shall have effect until set aside by a General Meeting.

18. The Annual General Meeting of the club for passing accounts,electing officers, reversing rules and such other business as may lawfully be transacted at the Annual General Meeting shall be held at a convenient date in each calendar year. Not less than 14 days notice of the Annual General Meeting, specifying the business to be transacted,shall be given on the notice board in the club room.

19. A Special General Meeting shall be called when found necessary by the General Committee, or also on a requisition signed by not less than twenty four (24) full members, or one-fifth of the members entitled to vote and 14 days notice shall be given, specifying the business to be transacted. This notice to be displayed within the clubhouse.

20. A Motion of Amendment involving the alteration of Rules of the Club, or enactment of a new rule or rules can be made only at a General Meeting or Special General Meeting of the club, and no such motion or amendment shall take effect unless it be affirmed by a majority of not less than two thirds of those present voting

21. Notice of such motion or amendment must be sent, duly proposed and seconded, to the Honorary Secretary, in writing, at least 21 days prior to the meeting, and shall be forthwith posted on the notice board.

22. Any motion or amendment brought forward by the General Committee shall be considered as fully proposed and seconded.

23. A Quorum at a Special General Meeting of the club will consist of 24 members
-
24. The club at a General Meeting may elect any of its members as an Honorary Member of the club.

25. The General Committee may expel from the club any member whose conduct is such as shall in the Committee’s opinion be injurious to the character and interests of the club. Before a member is expelled,he or she shall be given a full opportunity to defend themselves and to justify or explain their conduct verbally or in writing. If two thirds of the whole committee are present when the matter is enquired into are of the opinion that the member has been guilty of such conduct as aforesaid, and that the member has failed to justify or explain it satisfactorily to the General Committee, he or she shall be called upon to resign within a specified time, if he or she does not do so they will then be expelled automatically.

26. Prizes may be offered by the club to members of the club subject to such conditions as may be approved by the general committee, and shall be competed on such days as may be fixed by the General Committee in agreement with Glendale Golf on behalf of Chorley Borough Council of which due notice shall be posted on club notice board by the Club Secretary.

27. To obtain a handicap a player must submit three cards over 18 holes, over a Measured Course(White or Yellow tees). Each card must be marked and signed by a member of Duxbury Park Golf Club who holds a current Handicap Index. Should any of these cards be completed in a competition round, the member would not be entered into the competition and as such would not pay the competition entry fee. The three cards should then be handed to the Handicap Secretary, who shall have them submitted to the Handicap Committee at their first meeting thereafter, and the allocated handicap inserted in a list displayed in the club room. (a) Handicaps will be administered by the Handicap Committee in accordance with the World Handicap System(WHS). For new members to gain their initial Handicap Index they must submit a minimum of 54 holes (using a combination of 9 and 18 holes scores) and must be recorded and confirmed by a signature of an existing member. Should any of these scores be completed in a competition round, the member would not be entered into the competition and as such would not pay the competition enter fee. Their handicap index will be the lowest score of the three rounds minus two strokes and continue to be built until the preferred 20 scores are achieved. (b) Social and Recreational scores. The World Handicap System now allows golfers to register scores for handicapping purposes during a general round. Rounds used will have to be pre-registered on the clubs V1 touch screen ( if played at DPGC), or via the MY EG smart phone app. Away scores Must be pre-registered on the MY EG app at the course, and inputted. Geo-location technology will ensure pre-registering the intent to post a score and can only be done in close proximity to the course where the round will take place. The final round score must be verified by a playing partner who has witnessed the round and is registered with the MY EG app for verification purposes. Casual rounds MUST be entered before and after completion. All club score cards issued before a competition must, on completion of the round, be returned to the club house and scores entered into the Clubs V1 touch screen system.

28. All requisite notices shall be held to be duly given if posted in the club room, and no notice written or otherwise, shall be posted except by the Honorary Secretary.

29. All complaints must be made to the Honorary Secretary and if he is unable to satisfy the complaints he shall submit them to the General Committee or the Committee, as the case may be.

30. Resignation of membership must be sent in writing (or e-mail) to the Treasurer before March 31st, otherwise a member is liable for the current years subscriptions, and any account balance will be transferred immediately to the current Captains designated charity.
31. Nothing in these rules shall have a bearing upon the administration of the course, which is the sole responsibility of Glendale Golf on behalf of Chorley Borough Council and the regulations issued by that authority shall be applicable to the course. 12 32. A member competing for any prize or club sweepstake, previous to payment of their annual subscription shall be disqualified.
33. All members are required to carry insurance. The minimum cover being for public liability specific to playing golf, as passed at the 1984 Annual General Meeting
34. The Captain, Secretary and Handicap Secretary to receive honorarium of free membership and an A1 contract. The treasurer to receive free membership to the club and an honorarium to the value of an A1 contract.

There shall not be more than three trustees of the club. They will be appointed by the Committee and shall hold office until death or resignation or until removed from office by the Committee. They shall be indemnified against risk and expense out of a trusteeship of the club. From time to time property may be vested in them to be dealt with as the Committee shall direct by resolution of which an entry in the minutes shall be conclusive evidence. The trustees appointment shall be in accordance with the Trustee Act, 1925 and the provision of the act shall apply to any such appointments.

Courtesy on the course - Consideration for other players
1. In the interest of all, players should play without delay.
2. No player should play until players in front are out of range.
3. Players searching for a ball should signal the players behind them to pass as soon as it becomes apparent that the ball will not easily be found. They should not search for more than three minutes before doing so. They should not continue to play until the players following them have passed out of range.
4. When the play of a hole has been completed, players should immediately leave the green.

1. No one should talk, move or stand close to or directly behind the ball when the player is addressing the ball or making a stroke.

1. The player who has the honour should be allowed to play before his opponent tees his ball.

1. The player who has the honour if ready should be allowed to play before his fellow competitor. The club encourages READY GOLF in all competitions except match play.

1. Any match playing a whole round is entitled to pass a match playing a shorter round.
2. If a competition group fails to keep its place on the course and loses more than one clear hole it should without delay allow the group following to pass. Failure to comply with this rule may result in the competition committee taking appropriate action.

1. Before leaving a bunker, a player should careful fill up and smooth over all holes and footprints made by him.
2. Through the green a player should ensure that any turf cut or displaced by him is replaced at once and pressed down, and that any damage to the putting green made by a ball is carefully repaired. Damage to the putting green caused by golf shoe spikes should also be repaired.
3. Players should ensure that, when putting down bags or the flag stick,no damage is done to the putting green and that neither they nor their caddies damage the hole by standing close to it, handling the flag stick or in removing the ball from the hole. The flag stick should be properly replaced in the hole before players leave the putting green.
4. Local notices regulating the movement of golf carts should be strictly observed. Never take a golf cart on the green or tee. 5. In taking practice swings, players should avoid causing damage to the course by removing divots. Never take a practice swing on the tee.

1. All members wives/partners are Honorary Members.
2. All visiting Captains and Professionals and their Assistants are all offered courtesy of the club.
3. Within the clubhouse, members must conduct themselves in a civilised manner at all times.
4. All members who have entered a club competition are expected to adhere to the dress code of the club both on the course and in the clubhouse on the day of the competition. The dress code also applies to all members who wish to attend a club function

To play in a competition members must book online via HOWDIDIDO or via the members hub.
Competitions become available to book approximately 6 weeks before competition day. Members must have sufficient credit in their competition (members) account before HOWDIDIDO will allow them to book a competition slot.
When a slot is booked the system will deduct the correct competition fee and two’s money from their members account. HOWDIDIDO will allow a member to withdraw from a booked competition before the competition is closed and will issue a full refund.
After the competition is closed you cannot withdraw on HOWDIDIDO you will need to inform DPGC via email (dpgcofficial@gmail.com) and will not receive a refund, so effectively will be fined for the competition fee plus two’s money (currently £3.50). 8 Days before competition weekend Glendale need to know what times are required or free.
All competitions in that period will be closed for bookings at midnight Wednesday before the 8th day. The Draw is made after competitions are closed when the draw is made a member can ask DPGC via email above to fit them into a vacant slot if any are available. If a member does not inform the duty man via the phone 15 minutes before their tee time and does not show up to play, they will be fined 3 times the competition fee (currently £7.50).

Members who joined D.P.G.C. prior to April 1st 2006 will qualify for the senior rate of subscription when they have reached 65 years of age together with a period of 10 years continuous membership.
Members joining D.P.G.C. since April 1st 2006 must have reached 65 years of age together with the criteria of 15 years continuous membership.
